What does it mean of the 4th Beast of Daniel chapter 7?
The 4th Beast has 10 horns and a little horn, it seems relating to the iron legs of Statue dream of Daniel.

First of all, the 4th Beast seems not only a beast but a combination, it has ten horns and a little horn, “its teeth of iron and claws of bronze, and which devoured and broke in pieces and stamped what was left with its feet”. What does it symbolic? Does it refer to the iron feet of the statue in Daniel’s dream?
Yes. If we read the Bible and exploring the history, we found that the development was what Bible has told us. Each part of the Statue is matched to the 4 Beasts perfectly, like the golden head = the first Beast of the Lion has 2 wings[Babylon Empire], middle and thighs of bronze = the 3rd Beast of a leopard with 4 wings[Greek], and the final iron leg part = the 4th Beast with 10 horns and a little horn. Then what kingdom does the 4th beast represent?
The 4th Beast[the iron legs] represents the Rome Empire. But is that the all? For Bible says the iron legs and the 4th Beast would be destroyed, and the dominion would give to the Son of man[Jesus] and Saints at the end, and the Rome Empire has disappeared a long time ago, but the dominion has not given to Saints yet. So would the prophecy is not fulfilled?
No, because the Bible says the 4th Beast has 10 horns and a little horn which “was different from all the beasts that were before it”, ” it devoured and broke in pieces and stamped what was left with its feet.”. How do they fulfill this prophecy?
“as for the ten horns, out of this kingdom(the 4th Beast-Roman) ten kings shall arise“.
When Roman Empire was broken, many European countries arised and they became “the ten horns”. Britannia became the British Empire which people called “the Sun Never Sets” empire ; Gaul became many European countries such as Germany, France, Netherlands, Belgium, Luxembourg… They are the ten horns(ten kings).
So as you see ten horns actually symbolic many Europian Countries[10 kings] came up from the broken Rome Empire, “they[Europian Countries] will mix with one another in marriage, but they will not hold together, just as iron does not mix with clay”. This has indeed fulfilled, in the Middle Ages, Get marriage of royal families between different countries is very common, they are intermarriage. And now Europian Countries want to united and make them as EU, but just like iron does not mix with clay, so as they could not mixed together[united] the same.
Then what does the little horn mean? Someone may say it symbolic the “Rome Catholic”, is that true?
How does Bible say? Bible says “ten horns are ten kings”, that means they are kingdoms, and little horn is come out from 10 horns, so would it be changed its’ nature? Sure not, it is also a horn[kingdom]. Catholic is a religious organization, so the little horn must not be a religious organization. And the little horn will bigger than all other horns, that means its’ kingdom power is greater than all other EU countries. So what is the little horn?
Angel said “there came up among “ten horns” another horn, a little horn“, many people know that, US came from one of the ten horns – British. US is little one because it was founded in 1783 and existed only about 200 years, later than other 10 horns(other European countries) foundation. But at the final stage of the fourth Beast, US “seemed greater than its companions”. That’s true. So the little horn means United States not a religious organization.
The little horn shall “put down three kings”, what does it mean? Was that really happened? During the World War I and II, there were 3 horns(3 kings of Europe) defeated by the little horn(US), they are seems be Germany, Italy and Hungary. But these 3 horns are not disappeared, it’s like horn can be grown again, they are also the members of ten horns so they shall grow again, to form a whole of “10 horns” again. Why did God separate the little horn from the ten horns particularly? Because God wants to emphasize and let us know, US is much more different and greater than its EU companions(10 horns).
At the end, a stone “shall break in pieces all these kingdoms and bring them to an end, and it shall stand forever, 45 just as you saw that a stone was cut from a mountain by no human hand, and that it broke in pieces the iron, the bronze, the clay, the silver, and the gold.” – Daniel 2:44,45

14 And to him was given dominion
and glory and a kingdom,
that all peoples, nations, and languages

that shall not be destroyed.
27 And the kingdom and the dominion
and the greatness of the kingdoms under the whole heaven
shall be given to the people of the saints[144000 saints] of the Most High;
his kingdom shall be an everlasting kingdom,
and all dominions shall serve and obey him.’
